Paper Dolls?? Made by Toca Boca??

These are the cutest paper dolls! Or are they paper dolls at all?  I found them at Value World, a second-hand shop, without any packaging or instructions.  They stand about 16" tall and are maybe 1/8" thick cardboard.

Maybe the paper 'clothes' are meant as patterns since fabric and ribbons came with it but crayons, glitter glue and puff paint were also so included for decorating, so maybe not...

Additionally, there is no way to adhere the clothes to the dolls, no tabs to hold them to the doll. Am I missing something?
